First make sure OpenFOAM is installed in you computer and OpenFOAM system variables are loaded correctly. (You can try typing e.g. run to jump to your user directory.)

It is recommended to keep Turbomachinery CFD original files in your basic OpenFOAM directory on the path $WM_PROJECT_INST_DIR. Please copy waterTurbine-CFD-XX.XX to your OpenFOAM directory.
